There are some models here that can potentially be borrowed from the health care sector and regional data sharing "public utilities -type" clearinghouses. Why not create clearinghouses in the NGO sector to share data in a transparent way. That way, government doesn't grow and taxes are not raised. The funding of the model is through sharing. If a company deposits data, they can get data out. If they don't deposit data, they pay to get data out. A use fee would apply. Use an "underwriters' laboratory" or "consumers union" organization model to establish.
